This case raises questions of statutory interpretation relating to the District’s Comprehensive Merit Personnel Act, D.C. Code §§ 1-601.1 et seq. (1981), and the District’s Self-Government Act (Home Rule Act), D.C.Code §§ 1-201 et seq. (1981). The issue presented is whether entitlement to attorney’s fees, available under the former federal civil service scheme, survives for District of Columbia employees who successfully litigate personnel actions and who were hired before the District superseded those portions of the federal scheme in the Comprehensive Merit Personnel Act…
