MEMORANDUM and ORDER
TOWNES, District Judge:
Pro se plaintiff, Jamal R. Evans, (“Plaintiff’) brings this action under Bivens v. Six Unknown Named Agents of the Fed. Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971) (“Bivens”) and the Federal Torts Claims Act, 28 U.S.C. §§ 1346, 2671 et seq. (“FTCA”). Plaintiff asserts claims for false arrest, unreasonable search and seizure, and excessive force against Clyde Solomon, a police officer with the United States Park Police, and the United States (collectively “Defendants”).
