Bernard and Toni Sinkiewiez (Homeowners) appeal an order of the Court of Common Pleas of Susquehanna County (trial court) denying their request for a writ of mandamus to be issued to the Susquehanna County Board of Commissioners-(County). Homeowners sought the writ to compel the County to enforce the requirements of the Susquehanna County Subdivision and Land Development Ordinance (SALDO) 1 and the Pennsylvania Municipalities Planning Code (MPC) 2 against High Cadence LLC (High Cadence).
