Before the court are preliminary objections filed by the Pennsylvania Board of Probation and Parole and Department of Corrections to Todd Wilson’s petition for review/mandamus.

The facts as averred in Wilson’s petition for review are as follows. Wilson pleaded guilty to a charge of manufacture, delivery, or possession with intent to manufacture or deliver a controlled substance.
