Plaintiff, The Lombard Company (hereafter plaintiff or TLC), appeals from the order of the circuit court of Cook County dismissing its verified four-count breach of contract complaint against defendant, the Chicago Housing Authority (hereafter defendant or CHA), for failure to timely file the cause of action pursuant to the four-year statute of limitations found in section 13 — 214 of the construction limitations act (Ill.
