Plaintiff, Paschen Contractors, Inc. (Paschen), appeals from an order striking portions of its complaint and denying its motion to file a third amended complaint and a grant of summary judgment in favor of defendants, City of Kankakee (Kankakee) and Donohue & Associates, Inc.
