Plaintiff, Signal Hill Aviation Company, a California corporation, filed a complaint seeking damages and equitable relief. Named as defendants were Bill Stroppe, his wife, Helen Stroppe, the Board of Water Commissioners of the City of Long Beach (hereinafter, the Board), and the City of Long Beach (hereinafter, the City). The complaint set forth four causes of action. Plaintiff sought punitive damages for fraud in addition to the other relief requested.
