Mikkilineni appeals from the order of the United States Court of Federal Claims that dismissed his complaint without prejudice for failure to comply with Rule 81(d)(8) of the Rules of the Court of Federal Claims. Talasila, Inc. v. United States, No. 97-439 C (Fed.Cl. Aug. 17, 2000) (order) (“Talasila”). We affirm.
