At the outset we note that the Board of Commissioners on the Unauthorized Practice of Law (“board”) was created under the Rules for the Government of the Bar in furtherance of this court’s constitutional power to regulate all matters relating to the practice of law. Section 2(B)(1)(g), Article IV, Ohio Constitution. By Gov.Bar R. VII, we delegated broad powers to the board to investigate entities alleged to have been engaged in the unauthorized practice of law.
