OPINION

MILLER, Judge.

This case is before the court on the parties’ cross-motions for partial summary judgment.1 The issue for decision is whether time spent by Immigration and Naturalization Service (“INS”) border patrol agent canine handlers (“plaintiffs”) commuting to and from work with their assigned canines is compensable under the Fair Labor Standards Act, 29 U.S.C. §§ 201-19 (1994) (the “FLSA”).
