OPINION

TSOUCALAS, Judge:

Plaintiffs, Woodrow Barker on behalf of the former employees of Badger Coal Co., are proceeding pro se in this action for trade adjustment assistance, against defendant, the United States. Plaintiffs sought to commence this action on July 17, 1986 by sending a letter to the Clerk of the Court seeking judicial review of the final determination of the Secretary of Labor in investigation TA-W-17,188, which was published on July 16, 1986. 51 Fed.Reg. 25,761, 25,762 (1986).
