Petitioner Darrell Siggers asks this Court under 28 U.S.C. § 2244(b), as amended by § 106(b) of the Antiterrorism and Effective Death Penalty Act of 1996, 1 Pub.L. No. 104-132, 110 Stat. 1214, for an order authorizing the District Court to consider his second application for a writ of habeas corpus. In addition to the question of whether Siggers has satisfied the requirements for pursuing a second or successive petition, a previous panel of this Court directed the parties to brief the question of whether Congress may compel a federal court of appeals to decide if these…
