Ramon J. Martinez seeks review of the final decision of the Merit Systems Protection Board (“Board”) which dismissed for lack of jurisdiction Martinez’s appeal of his loss of availability pay after the United States Customs Service (“Customs” or “agency”) reassigned him from the position of Criminal Investigator, GS-1811-13, to the position of Physical Security Specialist, GS-080-13.
