This is a proceeding in error under Neb. Rev. Stat. § 29-2315.01 (Reissue 1979) to review an order of the District Court affirming the judgment of the county court which dismissed the complaint against the defendant.

The complaint, filed April 23, 1980, charged that the defendant had violated Neb. Rev. Stat. § 37-1111 (Reissue 1978), which prohibits the operator of a motor vehicle from entering a permit area without a valid motor vehicle entry permit permanently affixed to the vehicle.
