SWEENEY, Judge.

Before the court are plaintiffs application to proceed in forma pauperis and the government’s motion to dismiss. In this case, pro se plaintiff Melvin Hugh Hall, an inmate at a high-security correctional facility in Coleman, Florida, alleges that he sustained “injuries against his rights” when individuals employed by the Federal Bureau of Prisons (“Bureau”) confiscated documents he attempted to mail to the Superior Court of Liberty County in Hinesville, Georgia.
