The merchandise of these protests, consolidated for trial, consists of grey cotton print cloth imported at Norfolk, *184Va. from Yugoslavia between December, 1964, and November, 1965, and classified in liquidation under TSUS items 320.30 and 320.31 at the duty rates of 9 cents per pound and 9.3 cents per pound, respectively.
