This appeal involves judicial review of an order of the Administrator of the Health Division, ordering the annexation of a residential neighborhood known as Glenmorrie to the City of Lake Oswego. The annexation was ordered under statutory authority for mandatory annexation in cases of public health hazards. ORS 222.850 to 222.990.
