KNOX, District Judge.

For several years prior to 1941, defendant was engaged in selling merchandise at retail upon installments of “dollar down and a dollar a week.” In so doing, he charged full list prices and a little extra because of risks involved in that type of business. In November of the latter year, and due to war conditions, he decided to go into the discount business and sell standard articles below competitive prices.
