(hereinafter Beverly), two nursing facilities, appeal nursing services cost lids imposed on their Medicaid reimbursement rates. The facilities contend Washington State’s Department of Social and Health Services (hereinafter DSHS) should compute nursing cost on an hourly basis, in addition to the patient per day and gross cost comparisons utilized.
