In this appeal from the district court pursuant to section 40-6-115(5), 11 CRS. (2000), 1 Public Service Company of Colorado (Public Service) asserts that the Public Utilities Commission of Colorado (the Commission) acted arbitrarily and capriciously in its ratemaking authority by reducing Public Service's revenue increase request. We hold that Public Service failed to meet its burden of proof that the Commission's actions were unlawful.
