Relators are eleven present or former public employees of the Norwood Board of Education (the Board) employed in janitorial or custodial positions. They seek a writ of mandamus for an *20award of back pay, claiming that their layoffs and demotions in July 1981 were unlawful under R.C. 124.321. The respondents are the members and the treasurer of the Board. On April 19,1989, the Supreme Court reversed our order dismissing relators' complaint under Civ.
