MEMORANDUM OPINION AND ORDER

The plaintiff, Frelimo Simba, brought suit against Mayor Adrian Fenty and Fire Department Chief Dennis Rubin in their official capacities, and against the District of Columbia alleging unlawful discrimination during Simba’s employment as a fire fighter with the District of Columbia Fire and Emergency Medical Service Department.
