This case involves judicial review of an order of the Oregon State Board of Nursing that permanently revoked petitioner’s nursing license. On review, petitioner argues that the board erred in several ways, including that it improperly limited petitioner’s cross-examination of one of the board’s witnesses based on its belief that petitioner was a member of “the public” for purposes of ORS 676.175(1).
