This is an appeal from a judgment denying a writ of administrative mandate (Code Civ. Proc., § 1094.5) to compel respondent to issue appellant a license to practice as a psychologist.

Appellant twice failed the licensing examination administered by respondent Psychology Examining Committee (Committee), the passage of which is required for licensure as a practicing psychologist by the Psychology Licensing Law (Bus. & Prof. Code, § 2900 et seq).
