A hearing was granted in this case, after decision by the District Court of Appeal, Fourth Appellate District, in order that we might consider it in connection with the case of Southern Pacific Co. v. City of Los Angeles, L. A. No. 14610, post, p. 545 [55 Pac. (2d) 847], then pending in this court. Upon a full consideration of the record and briefs in both cases, and after further argument by counsel, we believe that the said District Court of Appeal has correctly determined the major issues of the case, and we accordingly adopt the following opinion of Mr. Presiding Justice Barnard as part…
