This is an action on a war risk insurance policy. The plaintiff filed his claim with the United States Veterans’ Bureau at Louisville, Ky., on May 7,1929. Thereafter he re eeived a letter, dated June 12, 1929, signed “By direction, J. T. Allen, Regional Adjudication Officer, Louisville, Ky.,” in which it was stated that: “The evidence in his claim had been reviewed and it was held that his disabilities were not shown to be permanent and total for insurance purposes under the present evidence, and he was not entitled to insurance benefits, but he might…
