This ballot title review proceeding brought under ORS 250.085(2) concerns the Attorney General’s certified ballot title for a proposed initiative measure that the Secretary of State has denominated as Initiative Petition 114 (2008). The proposed measure would amend the Oregon Constitution to provide that no measure increasing or adding any new property tax “may be approved, except in a General Election or other election in which not less than sixty percent of the voters registered to vote * * * cast a ballot.”
