The actions now reserved to us were brought to determine whether the plaintiffs or the defendants in the several cases are lawfully entitled to hold office as judges of certain municipal courts. Section 3 of article fifth of the constitution of this state provides in part: “The judges of the Supreme Court of Errors, of the superiour and inferiour courts, and all justices of the peace, shall be appointed by the General Assembly, in such manner as shall by law be prescribed.” After fixing the terms and providing for the impeachment or removal of judges of the Supreme and Superior Courts, it…
