Evelyn DeRosa, the owner of the Linden Nursery School (“Linden”), brings suit for violations of her civil rights against various officials of the Department of Public Health and the Department of Children and Fami lies, 1 for their roles in the September 1991 summary suspension of DeRosa’s license to operate the day care center.
