MEMORANDUM OF DECISION AND ORDER

The Plaintiff, Franklin Farrar (“Far-rar”), brings this action against the Defendant, the Town of Stratford, Connecticut (“the Town”), alleging the following: (1) race discrimination in violation of Title VII of the Civil Rights Act of 1964, as amended, 42 U.S.C. §§ 2000e et seq.
