Appellant was tried by a special court-martial composed of officer and enlisted members at the Naval Legal Service Office, Pearl Harbor, Hawaii, on February 27 and 28, 1996. Contrary to his pleas, he was found guilty of the wrongful use of cocaine, in violation of Article 112a, Uniform Code of Military Justice, 10 USC § 912a. He was sentenced to a bad-conduct discharge, confinement for 3 months, and reduction to E-l.
