Appellant Senior Master Sergeant Ronald C. Roberts was convicted in a contested general court-martial of altering a public record, removing a public record, drafting and printing a false Air Force form and making a false statement, all in violation of Article 134, Uniform Code of Military Justice [UCMJ] 10 U.S.C. § 934 (2000). The offenses related to the falsification of Roberts’ 1998 annual review, known as an Enlisted Performance Report (EPR).
