GLEESON, District Judge:

This is an action brought under Section 2 of the Voting Rights Act of 1965, 42 U.S.C. § 1973, and the First, Thirteenth, and Fourteenth Amendments to the United States Constitution. Plaintiffs, African-American 1 citizens of the Town of Hempstead (the “Town”), challenge the at-large voting practice used in the Town to elect the six Council-members who sit on the Town Board of the Town of Hempstead (the “Town Board”).
