Plaintiffs challenge the final results of an administrative review of an antidump-ing duty order on frozen warmwater shrimp from India. Certain Frozen Warmwater Shrimp from India,. 78 Fed. Reg. 42,492 (Dep’t Commerce July 16, 2013) (final admin, review) (“Final Results ”).. During the review, the U.S. Department of Commerce (“Commerce” or “the agency”) assigned mandatory respondent Apex Frozen Foods Private Ltd.
