OPINION

RIDGWAY, Judge:

In this action, Plaintiff Nan Ya Plastics Corporation, Ltd. (“Nan Ya”) — a Taiwanese producer and exporter of polyethylene terephthalate film, sheet, and strip (“PET film”) — contests the final results of the U.S. Department of Commerce’s 2010-2011 administrative review of the anti-dumping duty order covering PET film from Taiwan.
