Plaintiff-Appellant Novosteel SA appeals a decision by the United States Court of International Trade holding that antidumping and countervailing duty orders addressed to “cut-to-length carbon steel plate from Germany” applied to the steel “profile slabs” that Novosteel was importing from a German company called Reiner Brach.
