This consolidated action is before the court on two motions for judgment on the agency record challenging the United States International Trade Commission's ("ITC" or "Commission") domestic like product determination in the investigation of carbon *1329and alloy steel cut-to-length plate ("CTL plate") from Japan.1 See Carbon and Alloy Steel Cut-to-Length Plate From Austria, Belgium, France, Germany, Italy, Japan, Korea, and Taiwan ("Final Japan Determination "), 82 Fed.
