The present case requires us to interpret several provisions of the Citizens’ Election Program (election program), General Statutes § 9-700 et seq., which provides public financing to candidates for certain state offices under specified conditions. The plaintiffs, Thomas C. Foley and Foley for Governor, *767Inc.,1 appeal2 from the ruling of the trial court denying their motion for a temporary injunction.
