This is an appeal from a judgment foreclosing a lien for the improvement of Second street in the city of ÜSTorth Yakima. Many of the assignments of error involve mere irregularities which, if conceded, would not render the assessment void, under the rule announced in Tumwater v. Pix, 18 Wash. 153, 51 Pac. 353, and many subsequent eases. *17So that we feel it incumbent upon us to discuss here only those alleged actions and omissions which go to the jurisdiction of the city officers to make the improvements and levy the assessment, and as to those questions, it seems to us that the objections…
