Plaintiff, Morris H. Kramer, appeals from an order entered in the United States District Court for the Eastern District of New York denying his motion to convene a three-judge court under 28 U.S.C. § 2281,1 and dismissing *493his complaint in an action to declare unconstitutional New York State Education Law McKinney’s Consol.Laws, c. 16, § 2012,2 which establishes qualifications for voting at school district meetings, and to enjoin its enforcement.
