Carolyn E. Williams, a former employee of the United States Department of Energy (the “DOE”) and the pro se plaintiff in this civil lawsuit, seeks compensatory damages and injunctive relief against Steven Chu, the Secretary of the DOE, in his official capacity, 1 along with Stephen F.
