This is an appeal from an order of the District Court granting the appellees’ motion for summary judgment and dismissing appellant’s claims arising under Title VII of the Civil Rights Act of 1964 and the Privacy Act. The District Court dismissed the appellant’s Title VII claim for failure to name the pro'per defendant, and for failure to file a timely administrative complaint.
