OPALA, Justice.

The dispositive issue on certiorari is whether an involuntary termination of parental bond may be effected in a private interparental proceeding based upon the grounds provided in 10 O.S. 1981 § 1130(A)(4).1 We answer this question in the negative and reverse the trial court’s termination order.2 The remedies provided in the so-called Juvenile Code3 are to be viewed as restricted to public-law contests in which the state may rightly assert an interest qua parens patriae.
