KING, Circuit Judge:

The National Labor Relations Board (Board) petitions this court for enforcement of its order of November 21,1989, directing Hood Furniture Manufacturing Company (Company) to bargain with the International Union of Electronic, Electrical, Salaried, Machine and Furniture Workers, AFL-CIO (Union). The Board found that the Company violated § 8(a)(1) and (5) of the National Labor Relations Act (NLRA) (29 U.S.C. § 158(a)(1) and (5)) by refusing to recognize and bargain with the Union following the Union’s certification as the exclusive bargaining representative of an appropriate…
