The principal issue in this consolidated appeal is whether the requirement in § 31-235-6 (a)1 of the Regulations of Connecticut State Agencies that applicants for unemployment compensation benefits must be available for full-time work is in violation of the requirement in General Statutes § 46a-76 (a) that physical or mental disability shall not be considered as a limiting factor in state administered programs involving the distribution of funds to qualify applicants for benefits authorized by law.
