The plaintiff, Ayman Nabil Ghaly, is employed by the United States Department of Agriculture (“USDA”), in the Animal Plant Health Inspection Service, Plant Protection Quarantine (“PPQ”) at John F. Kennedy International Airport (“JFK”) as a Plant Protection Technician.
