1. INTRODUCTION
J.P. Morgan Securities Inc. (“JP Morgan”) and Bear, Steams & Co. Inc. (“Bear Steams”) bring this action to enjoin an arbitration brought by Louisiana Citizens Property Insurance Corporation (“Citizens”) with the Financial Industry Regulatory Authority (“FINRA”).
