{¶ 1} This is an appeal of an order of the Public Utilities Commission of Ohio (“the commission” or “PUCO”) that determined that intervening appellee, Palmer Energy Company, an energy-management and consulting firm, did not violate R.C. 4928.08 and 4929.20. These provisions require any entity that intends to provide competitive retail service for electricity or natural gas to obtain a certificate to operate before providing that service.
