Sponsors of group health benefit plans (“Health Benefit Providers” or “HBPs”) typically contract with pharmacy benefit managers (“PBMs”), which then administer their prescription drug programs. At least some PBMs operate mail-order pharmacy services as well as networks of participating retail pharmacies.
