GLADYS KESSLER, District Judge.
Plaintiff, a federally recognized Indian Tribe whose jurisdictional area is located in Oklahoma, brings this action against Kenneth L. Salazar in his official capacity as Secretary of the Department of the Interior (“the Department” or “the agency”). Plaintiff challenges the application of a formula that the Department uses to distribute funds to certain tribes.
